Beijing Urban Community Governance Model Study

With the Beijing urban orientation from "Livable City" to "World City", the urban management becomes even more important. Urban system reforming and urbanization has been accelerated, the gravity of urban management began to move down. Urban community as the construction of a city, and the basic unit government of the harmonious society, plays a role of bridge between government and citizens. The community management is the breakthrough and important way to construct the harmonious society, although our country community governance mode have been changing from "Jie-ju System" to "Community System" gradually, but still exist many problems now. So Beijing as the capital city, it's urban community governance mode researching has vital significance to promote the capital city levels.The first part of my thesis stated the related concepts and the basic theoretical of the city community governance mode, and defined the community as a "functions community", different from the streets district and neighborhood committee. The second part analyzed the exploration and practical experience of Beijing urban community governance mode in detail, and the main problems existing. The third part used comparative analysis methods, selected the typical mode in domestic and overseas, such as the Singapore mode, the US mode, Japan pattern, and Shenyang, Wuhan, Shanghai, Qingdao modes of China, all of them provides useful reference to Beijing urban community governance model. The fourth part analyzed the politics, economy and society influence factors, proposed the Beijing urban community governance mode should follow the "party leadership, government leading, many parties are involved, democratic autonomy" strategy, constructing "a core, two systems, and four levels' institutions", different urban community used different governance way, and gradually formed the security systems in organizations construction, regulations decision, funds financing, and talents cultivating etc.
