At present, urban community governance is still the government leading mode. In other words, it is administrative governance community. In urban community, government department is the sole governing subject. The basic way to control is administrative mean. Urban community governance has problems as follows, First, governance subject is single. Second, fund is in serious shortage. Finally, residents’ enthusiasm and initiative of community participation is too low, and more and more depend on the government, even appears to "community apathy disease". Facing the problems above, it becomes a significant theme in academics and social circles that how to construct the community governance mode demanding social development needs.Author analyzes three existing urban community governance modes, including problems and causes, and use the basic thought of governance theory for reference. Introducing pluralistic cooperative governance model into present governance, author proposes a community governance mode suiting to China’s present situation. It is in the party and country as the leading power, market main body and social organizations mixed, symmetrically developing into the diverse cooperation governance. In this pattern, government agencies, private sectors and social organizations participate in the process of community affairs mainly dominated by party. In fact, the pattern is three-dimensional architecture, forming government, market and society playing their complementary advantages and symbiosis. Based on the actual situation of our urban community, using "failure theory""holistic governance theory" and "theory for relationship between state and society", author provides theoretical basis for urban community co-governance mode. Using "public good" of the government, the private sectors and the tertiary sectors, author provides value foundation for urban community co-governance. Taking Lin Fen community’s successful experience for example, author tries to prove the feasibility of co-governance mode. After analyzing the potential risks and reasons, author puts forward the homologous avoidance, to have a more comprehensive explanation of urban community governance mode that is suitable for China’s national conditions.
