With the transformation of Chinese society, social forces are increasingly participating in public affairs. While a large number of civil society organizations established, NGOs are becoming one of the subjects of public governance. However, NGOs for education (ENGO) is scarce, thus it is not conducive to realize the public governance of education. This study proceeded along organizational ecology theory, chose typical case, and analyzed the present state of the ENGO, with the aim to find the restrictive factors which influenced ENGO and rational thought for the development of ENGO.R Education Institute (REI), which had some influence in the country, was chosen as case study for fieldwork. Firstly, the study presented an in-depth analysis of the situation of REI, and answered "what is the living status quo of REI ". Secondly, made an assay of in-ecology and ex-ecology, and answered "for REI, what are restraining factors ". Finally, interpreted the interaction between REI and organizational environment, and explained "the ecological effect of living space expanding of REI." The results showed that educational administration mode, the dominant and recessive system requires, the sense of charitable donations and the social care of education are the major macro factors constraining the development of REI; relationships among REI and other organizations are the main meso factors affecting the growth of REI; funds, personnel and leaders are the prime micro factors impacting the development of REI. Social capital, organizational structure and internal Dynamic mechanisms primarily influence the viability of REI. In order to survive and develop, REI adopts proactive survival strategies, expanding living space by appropriate treatment of the relations with government, flexible use of regulations and building credibility, and through self reproduction, social capital reproduction and organizational products reproduction to achieve organizational development. The growth of REI is full of necessity and contingency. It is also a process of "character", with advantages and disadvantages which NGOs of other fields do not have. This study inducted the reasons why ENGO participated in public management less than NGOs of other areas. Compared with other NGOs, ENGO faces stricter control, lower social identity and even more environment restrictions. What's more, ENGO has unfit organization structure, imbalance development and poor survival ability. The other reason is that ENGOs devote themselves to current policy or political "blind spots", avoiding controversial topics, partly participated in education public management.
