Since the reform and opening up,with the increasingly frequent international communication,more and more overseas non-governmental organizations come to China to carry out activities.Due to the incompletement of legislation,China's regulation lags behind the rapid development of overseas non-governmental organizations.According to incomplete statistics,at present,there are more than 7000 overseas NGOs in China,of which there are more than 1 thousand long-term activities,,admittedly,they have played a positive role in the field of charity in China,environmental protection,community services,legal aid and protection of the rights and interests of migrant workers,but at the same time,there are a small number of overseas non governmental organizations in the support of western governments,to carry out grassroots Ideological Penetration and even subvert the regime,serious threat to our national security and social stability,the government has realized the necessity and urgency of supervision,in 2016 promulgated the "Law of the People' s Republic of China on Administration of Activities of Overseas Nongovernmental Organizations in the Mainland of China".Russia and China have deep historical origins,the former Soviet Union was the "big brother" of new china,contemporary Russia has been regarded as the number one enemy of the United States,western countries led by US continue to suppress and subvert,non governmental organizations have become an important tool for western countries to subvert the penetration of russia.From the middle of 90 s,a large number of overseas NGOs enter the territory of Russia.After 2000,Georgia,Ukraine and Kyrgyzstan,three former Soviet republics have the outbreak of "Color Revolution",undoubtedly gave Russia a wake-up call.The history of the development of the non governmental organizations in Russia,the relevant legislation of the Russian government and the international situation are similar to those of china.Therefore,this paper selects Russia as the comparative object.The comparative elements include the development process of the non governmental organizations,the legislative process,the management system and the key legal provisions of the two countries.This paper mainly adopts the literature research method and comparative research method,which is composed of five chapters.In the first chapter puts forward the question,clarifies the meaning,method and content of the research,clarifies the relevant concepts,and reviews the domestic and foreign research.The second chapter describes the development process of the non governmental organizations in China and Russia,from the background of the times,the size of the scale and so on.In the third chapter expounds the Chinese and Russian governments' egislative process of overseas NGOs,and makes a comparative analysis of the legislative background,the level and the adjustment object.The fourth chapter makes a comparative study of the regulatory system and the specific legal provisions of the foreign NGOs in China and russia.The fifth chapter,analysis of the advantages and disadvantages of the relevant system of Russia,to find something to learn from,around the "Law of the People's Republic of China on Administration of Activities of Overseas Nongovernmental Organizations in the Mainland of China" to improve the supervision of China's non-governmental organizations.
