National power, development of people, administration and prosperity of business come from talent. Talent resource is the first resource. Today's world competition is ultimately a competition of talent. A country grasps the world's voice, initiative and competitiveness because it has high-quantity and high-quality human resources. New Era, the party and the state take about talent resources on the strategic level of the whole party and country, develop a series of scientific orientation and specific policies. Recently, the 2010-2020 national long-term talent development program that the central formulate and promulgate, the meeting concerning talent work which was held on May 25th,26th 10 days ago, and the important speech of the general secretary hu jintao and premier wen jiabao and vice President xi jinping based on talent work, more produce great new tasks and lofty mission in the new period, give our talent work very important theoretical and practical significance.In 30 years, the academic theorists of talent have introduced a number of valuable research results. These results have played a positive role in the work of our talent. But unfortunately, the overall number is small, quality is generally low. Most of studies are confined to the pure theory, ap plication is not enough; or some results are limited to the purely practical operation, are lack of universal values; or point of view is wrong, scientific ways is not enough. This article, which is based on a guidance of Marxism, particularly Marxist theory, the corresponding issue of the new period, actual needs and future demands, is trying to make more comprehensive, in-depth and systematic analysis of the basic connotation and the main features, the most prominent performance and the main reason, and the corresponding scientific measures of talent problem in the new period, particularly in the new period of China in order to make up for the above defect and do our modest means for the new period's studies of qualified personnel.The study on China's human resource problem of the new era, mainly including the following several aspects:(A) The basic content and the major characteristics of the China's human resource problem of the new era:(a) The basic content of the China's human resources problem of the new era. (b) The major characteristics of the China's human resources problem of the new era. (B) The outstanding performance and main reasons of the China's human resources problem of the new era:(a) The outstanding performance of the China's human resources problem of the new era:firstly, the lack of total talent relatively; secondly, the overall low of personnel quality; thirdly, the disorder proportion of the personnel structure; fourthly, a serious waste of human resources;(b) The main reasons of the China's human resources problem of the new era:firstly, the weak concept of the tanlent strategy and talent first; secondly, Talent management systems and mechanisms are not sound enough, thirdly, Personnel training, selection and appointment are lack of scientific ways and means; fourthly, Personnel performance appraisal is not quite reasonable. (C) The scientific countermeasures of the China's human resources problem of the new era:(a) Establish the concept of modern human resources firmly. (b) Optimize their talent management systems and mechanisms fully. (c) To enhance the standard of the personnel training, selection, appointment and evaluation greatly. (d) Seek to make the best use, the best use of talents for maximum efficiency.
