Special education has become an important indicator to measure of the degree of universal education,which reflects the modern society's humane care and respect for their human rights to the vulnerable groups. Since the founding of the People's Republic, Special Education in Hunan Province has experienced twists before the reform and Rapid growth after the reform, Present the basic form of special education system is more complete and developing vigorously. In order to proposal for development of special education in the Hunan Province,this paper analysis the historical development of special education in Hunan province and explore the law of its development, then conclusion lessons learned we can draw since the founding of the People's Republic,Since the founding of the People's Republic, the process of special education in Hunan can be divided into two parts.The first part is tortuous course of the development of special education in Hunan province befor the reform and opening up,As the political,economic and other factors,this process of Hunan special education development can be further divided into the initial development,slow development and stagnation three stages;The second part is tortuous course of the development of special education in Hunan province after the reform and opening up,As the political,economic and other factors,this process of Hunan special education development can be further divided into the exploremdevelopment, rapid development and mature stage of special education three stages.In general,Special education of Hunan has made certain achievements since the founding of the People's Republic,Schools have been expanding,conditions for running have been gradual improving,school power show diversification trend.But it also reflects some of the problems and deficiencies,for which this paper propose relevant development proposals.
