Preschool education, compared with other types of education at all levels, has been in a "vulnerable position." Rural preschool education is the key to develop the national early childhood education. To achieve a balanced development of education, children can enjoy high-quality preschool education in rural areas, governments have attached great importance to the development of rural early childhood education. In 2003, the State Council issued "on early childhood education reform and development guidance," and specifically mentioned "construction of central kindergartens in towns " to promote the development of early childhood education in rural areas. Jiangsu Province, the first building of the center kindergarten of town, then in 2008 started construction of rural qualified kindergarten, to support early childhood education of rural areas in the northern and central of Jiangsu Province, Actively to improve conditions in public kindergartens in rural areas,and hope that in 2010 the completion of every qualified kindergartens in rural areas.Construction of qualified kindergartens in rural areas is deepening education reform, Coordination of the various educational needs of the development. It meets the needs of people access to quality education, will help promote to the development of early childhood education in rural areas, improve the quality, enhance national strength. In addition, it adapted to adjust the layout, changed the backward status of early childhood education in rural areas, narrowing the gap between urban and rural areas, to achieve educational equity. In this study,learning the policies of the Qualified kindergartens in Jiangsu Province,Select A City in Northern Jiangsu Province, as a sample, and construction of kindergartens in rural qualified achievements and problems. This study suggests that the future development of qualified kindergartens in rural areas worrying problem is:1.Government does not attach importance to early childhood education in rural areas and poor behavior.2.qualified kindergartens demonstration effect is very weak.3.Preschool teachers have many problems.4.The care and education level is not high in qualified kindergartens.5. there are many contradictions between the qualified kindergartens and the village's kindergartens.6.Source of funding for the future development.This study suggests that should speed up the legislation of preschool eduction to define the status of rural preschool education; Early childhood education should be to strengthen the leadership and management in rural areas; To create high-quality preschool teachers in rural areas; promote early childhood development; Play an exemplary role of the qualified kindergartens to promote the development of rural early childhood education; Improve the care and education measures to promote the construction of qualified kindergartens in rural areas, and ultimately balanced development of education.
