In order to achieve great-leap-forward development of basic education in rural areas, modern information technology-driven education, using information to promote the modernization of education, continued to narrow the gap with the developed areas, In May 2003,state and local invested a total of 10 billion funds to start the Modern Distance Education Project("MDEP"for short). In the end of 2007, most of school has completed the task of device configuration and environment construction, covering all primary and junior high school with equipment of MDEP. Currently, MDEP has entered the agricultural application stage.Since MDEP mainly rely on state investment, and this massive investment concentrated in the construction stage,after the tasks of project construction, how to ensure the sustainable development of MDEP is already an important issues that national and local education concerned. In order to the smooth implementation and ensure the benefits of MDEP, there is a need to explore the sustainable development problems. This is the first time that MDEP implement in our nation, currently,it is not form a complete theoretical system, therefore, we need the backing of the existing theory and based practice to study the sustainable development of MDEP, gradually, to formed effective and radioactive sustainable development strategy.Shaanxi province has the obvious features of the western region, therefore, this study make Shaanxi Province as a sample to explore its sustainable development, the results has important oretical significance and practical value in our province, and it will have a good value in our country, we believe that the results have a good reference and a reference for the future development of MDEP.This study has six parts, the first part is the research background, status, purpose and significance of the research method and process; the second part is an overview of MDEP, briefly describes the task, meaning and application of three models; the third part is the theoretical basis for the research, including Distance Education, Educational Information, Sustainable Development and Systems Theory, focuses on various theoretical concepts,characteristics and so on, it also defines the concept of the article related; the fourth part is the analysis the composition of MDEP, In the same time,I also introduced four levels and analyzed the structure of personnel; the fifth part is the application of MDEP, with organizational structure of the system as a starting point, mainly from the personnel, funding, resources, management, and evaluation to analysis the problems in the application in-depth, I also analysis attribution of the problems; the Part sixth proposed sustainable development strategy of MDEP, construct the application evaluation system and analyze the guarantee conditions.to implement the strategies.This study is based a major bid for projects of education and scientific research in Shaanxi province in 2008, topic number is ZDKT08207. The Subject of this study is project schools and institutions of MDEP, In the base of policy study and a large number of literature search, and in the use of questionnaires and interviews, systematic and comprehensive manner through empirical research, formed with high reliability and operability strategy for MDEP, through Shaanxi to study the nation, explore the long-term mechanism for sustainable development of MDEP.
