The financial resources of Gansu province are deficient and its elementary education development is also lagging behind. Therefore, the best way to realize the leaping progress for those areas is to modern distance education. With the great support from the central government, the educational government of Gansu province has implemented a series of significant projects successively, which has pushed forward the construction and development of primary and middle modern distance education of rural area in Gansu. In future, the primary issues that must be taken seriously and carefully solved is how to ensure the sustainable development of modern distance education in rural primary and middle schools, how to make full use of the high-costing serial projects of modern distance education in rural areas. At present, the domestic researches on the sustainable development of modern distance education in rural primary and middle schools mainly put stress on the small-scale construction of modern distance education in certain local areas. More large-scale and systematic studies are an urgent need.The purpose of this thesis is to analyze the factors which influence the sustainable development of modern distance education in rural primary and middle schools in Gansu, and to search for the strategies for the sustainable development.The literature-searching and the inductive method are the main methods the author used in this research. The former is achieved mainly through the searching-engines on internet collecting relevant information from Chinese Journal Full-text Database and Chinese Doctoral Dissertations & Master's Theses. Other materials include some summary and reports of modern distance education in rural primary and middle schools.Through the systematic research, the dissertation makes the following contributions:1. It puts forward the theoretic basis underpinning the sustainable development of distance education in rural primary and middle schools, and elaborates on the connotation, general characteristics, principles, and tasks of modern distance education in rural primary and middle schools, sustainable development and the sustainable development of modern distance education in rural primary and middle schools. These serve as the theoretical support for the present research.2. It briefly reviews the general situation of the sustainable development of modern distance education in rural primary and middle schools in Gansu province, including its present situation, the achievements, and the problems. This is the background of the present research.3. It analyses the main factors influencing the sustainable development of modern distance education in rural primary and middle schools in Gansu. Five internal and external factors—belief in the sustainable development of modern distance education in rural primary and middle schools, its system, personnel, function and environment are listed out and analyzed. The author also puts forward a model of these influencing factors.4. It works out some strategies for the sustainable development of modern distance education in rural primary and middle schools, including: keeping in mind the concepts of sustainable development, improving the environments of sustainable development and constructing the mechanisms of sustainable development. The author holds that to guarantee the sustainable development of modern distance education in rural primary schools, a framework needs to be set up, which consists of decision making mechanism, guaranteeing mechanism, cooperative development mechanism and large scale application mechanism.
