The CPC 17th National Congress proposed "Science has taught" social construction of target and "Building a universal learning, lifelong learning, learning society" In addition to formal school education, community education is essential to achieve this goal the carrier and platform. Residents waiting for life as education, community education concept, operations and community education teachers directly determine the function can be realized. Despite nearly 20 years of development, China has formed its own community education model, in the process of building a well-played an irreplaceable role But the author of the "National Community Education Demonstration Area" in Shanghai Pudong New Area to conduct research and found the operation of community education in the real world there are many institutional, system issues, For example, the concept of community education is not Jiezhen leadership awareness, community education project from the needs of residents, community schools, poor teaching quality, outdated teaching staff, community education, lack of norms, arbitrariness strong and so on.After careful study, I found that the problem is that the process of government public goods often appear, community education as public goods and public services, also experience the same problems, I believe that by the public services and governance perspective, to think about the Pudong New District community education problems. By referring to foreign models and experiences of community education, community education, combined with the reality of Pudong New Area, the author proposed the modern concept of community education and governance based on a theoretical basis for the actual Pudong New Area Community Education Community Education Development.This contribution is from the perspective of public service, community education as a government to provide public goods, ie public service, community education services should be analyzed with the concept and definition of property rights, public goods that the legislative community education services protection, community education services, proposed mechanism for the diversification of supply, the same time, the construction of community education teachers are also given.This paper is divided into five parts. The first part of the "community education theory analysis", mainly in public goods theory, the new public service theory and governance theory, the basic theory of community education that these theories are important to the operation of community education theory. The second part of the "urban community education Change", focusing on general education in urban communities in China in three stages, and analyzed three models of community education. The third part of the "development model of community education abroad Studies and Implications", introduced three models of Western Community Education:Northern Europe, the U.S. and Japan models, and a general analysis of the successful experience of the three models. Fourth, the five parts to the Pudong New Area, Pudong New Area, the system introduces the status and problems of community education, and proposed the model of countermeasures.
