Graduates find that getting a job becomes a more and more difficult task after the college expansion of 1999. Lacking of experiences is the main disadvantage against fresh graduates to find decent jobs. In 2003, Hangzhou took the first lead to execute a college graduate probation plan(CGPP) to help these graduates accumulate professional practice by governmental purchasing probation positions. It has been six years since the CGPP. The quality management of CGPP demands for higher requirements because of the yearly increasing probation bases and participating students.Quality of plan is the key fact to ensure the CGPP to carry on. Thus, to maximize the positive effects of the plan, the evaluation of CGPP implements is a significant parameter to specify, improve and even perfect the probation training, and to make better integration of the practical work and policy targets.This article applies the basic principles of balanced scorecard. Basing on the single probation training bases, the article proposes a detailed quality evaluation standard by considering four perspectives (CUSTOMER-college students participating the plan, OPERATION FLOW-specific implementation method of CGPP, ANTICIPATED DEVERLOPMENT– training and management of the CGPP staff, FINANCE-functional management of the plan). The proposed standard is not only suitable for self-evaluation among the CGPP bases, but also appropriate for government to assess the performances of CGPP bases.
