After the Law of the Compulsory Education, fixed in 2006, putting into practice, the compulsory education has got several new achievements which have the active function for fastening the construction of the harmonious society. However, there are still some important but difficult problems in this developing process, for example, how to improve the resource-utility-efficiency of compulsory education. Now the government increases the input quantity each year, but it still cannot enough the requirements, so in advance of the input increasing, heightening the utility-efficiency is one of the available ways to perfect this situation.The resource-utility-efficiency of compulsory education means the output result of what we put in the compulsory education, including the persons,materials and money on the condition of keeping the education quality. On the basic of the theory of resource-utility-efficiency, this paper makes a conclusion and analysis to the present input condition of Qingdao compulsory education. The paper does a practical research to the resource-utility-efficiency of Qingdao compulsory education, and point out the main problem is the inequity of different areas. In order to improve this situation, the government needs to increase the input quantity,incline to the poor education places,create the way to share the education resources and perfect the relative laws. Only this can improve the resource-utility-efficiency of compulsory education and fasten the development of compulsory. The creative point of this paper is to choose Qingdao as the research sample and analyze the questions following the practical situation, so it lwill have some practical meaning to the development of Qingdao compulsory education.
