The implementation of the " Rise of Central China " strategy is aimed at salvaging the central region's lower economic and the backward development of the society.Education is an important condition for promoting economic development and social progress.Therefore,the "Central China Rise" strategy will promote the compulsory education as the focus.From 2004 to 2014,the expenditure on public finance in the central region increased from 81.4 billion yuan to 477 billion yuan,with an average annual growth rate of 17.46 percent.The budgetary per student budget for compulsory education increased from 928.39 yuan to 6843.8 yuan,about 7.4 times.Compulsory education school conditions are more obvious improvement and teachers' ability is improving.However,the rural compulsory education in the central region is at the intersection of regional and urban-rural dual gap.The educational resources,such as teachers,school conditions,computers,urban students are all higher than rural areas.With the increase of education cost and the improvement of people's expectations,the shortage of educational resources and the backwardness of teaching quality are still the main obstacle to the development of rural compulsory education in the future.By comparing and analyzing the resource allocation efficiency of the compulsory education resources in the central region,we can get a clear understanding of the efficiency of the allocation of resources and find out the problems in the distribution and use of educational resources.And for the reasons of alleviating the shortage of educational resources.Improving the quality of teaching,reduce the gap between urban and rural compulsory education is of great significance.In this paper,the related concepts and theoretical basis are discussed,the concept of urban and rural compulsory education is defined and the resources allocation of compulsory education is expounded from the aspects of public product theory,educational resource allocation theory and educational resource allocation efficiency theory.Using the relevant data of the investment of urban and rural compulsory education resources in the central region in 2004-2014,the present situation of urban and rural compulsory education in the central region is described from three aspects: teacher,material and financial input.The analysis shows that the allocation of compulsory education resources in urban and rural areas in the central region has improved in running of schools and financial investment,and the gap between urban and rural areas is gradually narrowing,the uneven development of compulsory education in urban and rural areas is reflected in the level of teachers and education modernization.Based on the DEA model and Malmquist index,this paper makes an empirical analysis on the allocation and utilization efficiency of compulsory education resources in urban and rural areas in the central region.The empirical results show that there are low efficiency of compulsory education resources allocation in urban and rural areas in the central region.For further analysis of the causes of inefficiency,through the Malmquist index decomposition,found that the overall efficiency of resource allocation caused by compulsory education is mainly due to low technological progress index and purely technical efficiency of the common impact of the central region in the allocation of compulsory education resources in the process of neglect The new technology innovation and application,management level is backward.In rural areas,the level of economic development is relatively backward,the attraction to excellent resources is weak,and the innovation and popularization of new technologies are weak,which leads to lower resource management level and allocation efficiency.At last,the paper draws the conclusion according to the result of empirical analysis and puts forward some suggestions on how to improve the efficiency.
