Research On The Development Strategy Of Castle Peak Lake Science And Technology City

The Eighteenth National Congress of the CPC stressed that our country should stick to the policy of the four modernization concerning industrialization, informatization, urbanization and agricultural with the new characteristics and we should pay same attention to each aspect. In China, it is true that development zones with its 30 years’experience, is in the forefront of the "four modernization" especially in the area of industrialization, informatization and urbanization with new characteristics.But at the same time, we should be fully aware that the process is not long enough for the development zones (high-tec zones) which are the products of the implementation of reform and opening-up and the market economic system in our country. The development zones(high-tech zones) are still in the exploratory stag as the result of blind expansion construction and incpmplete auxiliary installments exsit. And some of the development zones (high-tec zones) are still in the low level of industrial agglomeration, with problems like unreasonable industrial structure, low output efficiency, weak consciousness in the environmental protection, and imperfect living conditions.Though since the reform and opening-up, Chinese urbanization level is 19.99% in 1979 to 52.6% in 2012, problem of how to integrate industrialization and city development has not been solved effectively. The birth of development zones and their prospects is a blend of the whole integration process of the industrialization and city development. "Industrial cluster" and "urbanization" are two sustainable aspects for development zones.In terms of the initial stage, mostly it is the process of industrial agglomeration. With the increase of employment, the decrease of land resource, various contradictions gradually appear, especially regarding to" people-centered" matters like appropriate living conditions, appropriate jobs and appropriate business atmosphere. All the above contradictions make development zones move into the era of post-industrial that is the integration of industrialization and city development. The tertiary industry has been rising, medical career has been valued, and traffic information network construction has become increasingly perfect. All these become the symbols of post-industrial era development.This essay was based on the current national conditions, combining the reality of qingshan lake sci-tech city. The breakthrough point is mutual melting of industrial agglomeration and urbanization construction. I put forward a series of appropriate measures and suggestions for the integration of industrialization and city development according to the existing basis of qingshan lake sci-tech city development direction as well as the theory research of the urban development, interaction relations between urban and industry, the integration of industrialization and city development. Also all the measures and suggestions were put forward by taking successful experiences in other regions for reference and analyzing of the existing problems.
