A Study On The Supply Of Public Service In The Process Of Chongqing 's New Urbanization

Generally speaking, urbanization is the inevitable way to modernization. However, due to the influence of dual social structure between urban and rural areas, there exists huge difference in public service supply, public facilities and service ability between urban and rural areas, and even a trend of expansion, which has greatly hindered the process of urbanization and the socialist modernization. Taking the new pattern urbanization road of people-oriented is an extremely important means of decoding the urban-rural dual social structure, while the effective supply of public service is the important standard and obvious characteristics to test the urbanization. In the process of urbanization, the unceasing change of people’s demand for public services has made the contradiction between the limitlessness of the public service demand and the finiteness of the government on the supply of public service gradually apparent, which has put forward a new challenge for how to strengthen the effective supply of public services.The findings of this dissertation have shown that there exist intrinsic logical relations between implementing the human-oriented new urbanization road and improving the public service supply. Under the guidance of the new urbanization road, the public service supply mode selected is providing multiple methods of supplying. Chongqing new-type urbanization process to explore a path of continuous improvement in public service: Government in the public service in accordance with the "hold the line, focused, improve the system and guide public opinion" supply requirements, innovation in public service delivery, encouraging market and social forces to participate in the public service system. According to the theoretical and empirical analysis, it is reasonable and valid to be guided by the demands of reality and provide the multi-center public services. In addition, based on the reform of housing census, register system, Indicators Trading system and administrative approval system, the basic public services can be effectively enhanced and the enthusiasm of the market and social forces can be inspired. As a result, it is imperative to grasp the process of urbanization stage accurately, perfect the related system security, scientifically and reasonably divide the intellectual property rights and powers, and actively encourage market forces to participate in the non-basic public service supply system.Finally, this dissertation suggest that by improving the functional divisions and promoting new-type urbanization to establish and adapt public services to new towns supply system. Strengthen government public service function, strengthening the Government’s public service responsibility, improving public services policy of the Government, improve the level of public service. More into the market in the area of public services and social mechanisms. Give full play to role of the market in the allocation of resources in the public service, and fully mobilize the community’s active role in the public service. Really formed in public service supply diversification and diversification of supply, thus forming multiple subjects’ fair competition and choices for the public, so as to ensure effective supply of public service in the process of urbanization.
