Study On The Extension System Of Grassroots Agriculture And The Utilization Of Agricultural Resources In Shaanxi Province Based On "Dali Mode"

Through analyzing the successful experience of agricultural extension among developed countries as well as a careful study of the relevant documents, this thesis believes that the agricultural extension system at the basic level should have the following feathers under the new period:The system can be introduced easily and generally; it should fully arouse the enthusiasm of the peasants; the service organization should be diversified; the form of its service should be socialized; the service content should be rich and the service team should be stable with qualified working staff. Meanwhile, based on the model of the theory of agricultural extension, this paper makes an comparative analysis of the major agricultural extension models in Shaanxi and comes to the conclusion that the "Dali Model" meets not only the requirements of agricultural extension in the new age, but also is highly consistent with the spirit of relevant documents. It promotes greatly the effective utilization of the agricultural resources in the research area and solved the problem of "the last kilometer" in agricultural extension and turned out to be one of the best agricultural promotion model in Shaanxi so far. Based on the in-depth analysis of the "Dali model" and the revelation from it, this paper believes that the "Dali model" is one worth extensive implementation. It has effectively solved the problem of traditional agro-technique extension underpowered and the combination problem of technology and material. To the operation problem existing in the model, this paper also proposes suggestions as strengthening the government guiding and supervising, introducing competition mechanism, improving the investment system and etc.
