A Study On The Moderate Scale Of Urban Affordable Housing In China

In the 11 th and 12 th Five-year Plan,our country has continued to increase the investment in security housing that has made great achievements,as well as facing the financial pressure of government,the weak financing,the lack of land, the difficulties of housing distribution and subsequent management and other issues. With the comprehensive deepening reform and the development of new urbanization, security housing will enter the 13 th Five-year Plan,facing new challenges.How to determine the scale of security housing under the condition of limited resources is an important question.It is the institute of paper and the problem security housing faces that the scale of security housing not only meet the demand of housing,but also accord to the requirement of government financial capacity, achieving the moderate scale of housing security adapt to the economic development stage and the coordination to the housing market.The paper firstly analyzes the development process of housing security, the current situation and existing problems on the basis of the scholars at home and abroad,combining the theory of social security and the level of housing security, the industrial structure effect and other theories.The paper gets the conclusion that housing security is still in the growth stage and the revelation of moderate construction as well as comprehensively analyzes the necessity of moderate construction scale of urban security housing,through comparing the development process of security housing among some developed countries and our country. The paper secondly establishes eleven influencing indexes from the angle of security supply,demand and combined effects,and then uses the correlation coefficient and the gray correlation model to select four effective factors,and then uses the multivariate regression model to analyze these factors,getting the moderate scale regression of the investment of security housing and predicting the investment in 2014-2027 year.The paper at last analyzes the relation between the scale of security housing and the development stage of economy,providing a reference for the scientific and rational decision making of the moderate scale construction of security housing in the new period.Through the theoretical research and quantitative analysis on the construction of security housing,the paper obtains the conclusion that the moderate scale is the focus of the construction of security housing and should make a modest investment in the new period,combined with the level of economic development and the related influencing factors.And the paper puts forward strategic advice from the construction of the moderate scale decision-making mechanism,the improvement of system construction,the difference in construction and the improvement of the specific policies and measures and other sides,providing a theoretical reference for the security housing policy in the future.
