The housing security may protect low and middle-income residents through the national income redistribution,and it will be an important part of the social security system.The housing security policy is not only the core content of housing policy,but also a critical component of urban social security policy.China is now in the key stage of social economic development.If the housing security level is too low,the basic living condition for most of the low and lowest income families would not be assured and may result in social instability.On the other side,if the housing security level is too high,the overmuch financial burden for the Chinese government may decelerate the national economic development.Therefore,it's very important to solve the conflict between the housing needs of urban residents and limited financial income effectively, and to make the scale of housing security maintain consistency with economic development and residents demand.In theory analysis,this article makes market failure and government failure as the theoretical basis,sets up a theoretical framework for the study,and summarizes domestic and foreign scholars' study on both supply and demand aspects of the housing security scale.On this basis,the paper establishes a theoretical model for determining a moderate housing security scale. The scale determined by the model above can meet the demand for housing security,and be compatible with the level of economic development and the capabilities of the financial expenditure.In order to further understand the moderate housing security scale,after the theory analysis, case study is implemented to analyze the situation in Guangzhou City.
