Research On The Moderate Relative Level Of Urban Low-rent Housing Security In China

In a civilized society, the survival of humanity is inseparable from thehousing, housing is a basic condition of human existence and housing is abasic human right. Our Government raised that “everyone has the housingrights, it’s the fundamental human rights” in the United Nations HabitatConference in1996. In resent years, the price of housing is getting higher andhigher in our country, the basic living condition for most of the low and lowestincome families could not afford. Housing policy is an important policyconcerning the sustainable development of national economy and the stabilityof the society. The low-rent housing is as the public goods, demand side hasmotivation with unlimited demand, so if the level of protection is too high, it’llbring the government too heavy burden. But if the level is too low to meet thepart of citizens’ fundamental rights. So it’s important to create and define amoderate level of protection standards for low-rent housing.There are many different Economic conditions, housing market and theconstructions of housing security among Different regions, so we choose therelative level of urban low-rent housing security to estimate and compare. Atthe first, this article analyze housing security from three sides qualitatively, itbesides the scales, the methods of payment and the level of payment. Then itcalculates the relative level of urban low-rent housing security about14cities,and sorts them. The third，find the main factors of low-rent housing security’srelative level by the method of grey relational analysis, includes the averageprice of commercial housing, local per capita revenue, Engel coefficient and soon. Accordingly, building multiple regression models to establish the relativelevel of low-rent housing model, select the greater influential variables whichimpact the level of low-rent housing, then analysis model and put forwardsome suggestions. Finally, establish the range of the moderate relative level ofurban low-rent housing security by consulting the model of social security’smoderate level. Furthermore, the standard and significance of moderate levelof security is analyzed and discussed.
