The year of 1996 witnessed the establishment of the first land-reserving organization in Shanghai. Its business symbolized the formal operation of Chinese Land Reservation system, which was implemented in the major cities including Hangzhou and Qingdao afterwards. Such system, having been practiced and researched for almost 20 years, became relatively mature and led to several representative models. They included but were not limited to: The government-led model in Shanghai, the combined model of government leadership and marketing operation in Hangzhou, and the comprehensive model of government guidance, marketing operation and real estates management in Nantong. Above all, the Land Reservation Regulation issued by Ministry of Land and Resource, Ministry of Finance and People’s Bank of China in 2007 regulated thoroughly the land reservation in China. Moreover, a theoretical basis of land reservation system was taking shape with the profitable efforts of many specialists during the development stated above.As for Dalian, the land reservation system was deployed officially in 2003 along with its development in China. Dalian also gained much achievement in terms of land reservation after its improvement in 3 phases during more than a decade. However, the local land reservation system, though playing an important role in the urban construction and having raised a revenue of tens of billions, faced a series of practical challenges.This thesis, performing a statistical analysis of the recent reserved and leased land, comes to conclusions as follows:1. The annual oscillation of the area of land reservation is relatively obvious, with sharp differences among the districts. The marginal zone has a large reservation area.2. The compensation price of the reserved land firstly increases and then declines, with sharp but decreasing difference among the districts.3. The revenue of the land reservations decreases with the shrinking leased land, which concentrates in the marginal urban zone. The annual oscillation of the prices of the leased land is relatively evident.4. The scale of Dalian land reservation is under great sway of the national policies.5. The reserved land in Dalian is mainly from the collectively-owned farm land.The thesis also points out the major challenges in the local land reservation course and to propose several advises for its innovation and perfection. The critical challenges, would severely damaging the sustainability of Dalian land reservation system, occurred in the following aspects:1.The entities of land reservation;2.The funding of land reservation;3.The land-leasing course;4.The engagements of the enterprises in the land reservation.Their solutions should be executed in the following steps:1.Improvements of the local land reservation system including the regulation of the entities of land reservation, the expansion of the financing channels, and the establishment of the linkage mechanism among the departments.2.Improvements of the land market including the flexibility of land-leasing, gear-up of the investment promotion, the intensification of market competition, and the reinforcement of the market control.3.Improvements of the monitoring and law-enforcement, including the strengthening of land laws and governmental monitoring, and the prompt use of media supervision.
