A Study On The Integration Of Basic Medical Insurance System For Urban And Rural Residents In Shanghai

Urban and rural residents health care, is an important work of the new round of health care reform. In 2012, the State Council proposed that "The conditional region should explore the establishment of urban and rural residents basic medical insurance system" in the " The notice on deepening medical and health system reform plan and implementation plan during the Twelfth Five Year Plan ". As one of the important work of urban and rural development integration in Shanghai, the municipal Party committee and municipal government also demanded clearly that "the implementation of the basic medical insurance system for urban and rural residents" in the "Some opinions on promoting the integration of urban and rural development in the new urbanization ".Shanghai is a leader in the medical insurance area in China, but the basic medical insurance system for urban and rural residents has been under way for various reasons. In recent two years, the Shanghai municipal government has finally decided to carry out the integration of urban and rural residents of the medical insurance system and launch a series of preliminary research work. In the research and analysis of the late stage of the analysis found that the integration of urban and rural residents in Shanghai medical insurance system is not simply putting the new rural cooperative medical insurance directly into the existing urban residents. The differences of their financing level, pay compensation level and the future functional departments are not clear must be considered as a whole. In this paper, the research will combine with domestic and foreign precedents and the actual situation of the medical insurance system in Shanghai to solve these problems.
