With the fast growing of China national economy,the rapid development of information industry, the basically completed information service system,and the expanding scale of the industry,and the growing international market,the outer environment facing by the Chinese information service enterprises is becoming more and more complicated,such as the increasing uncertain factors and the keen competition. The business field of the ZA research institute is mainly in the areas of information service industry chain downstream that is application software. The application software is a very competitive field.And its external environment is the perfectly competitive market. So the ZA research institute must proactively be able to formulate the development strategy which is adapting to the external environment and their own conditions. So that the research institute has a position in the market that vary from minute to minute and get into the sustainable and health development.In case of the ZA research institute,the paper research the current situation of information service industry in China and analyse the related theories. By combing the strategic status of the ZA research institute,analysis the macro environment of the development of the research institute such as the political environment,the economic environment,technology environment and the social environment. With application of Potter model analysis, SWOT analysis and other methods,analysis of the competition environment and the development foundation of the research institute. And it provides a theoretical basis for the study of determining the strategic positioning and objectives. In the last,the paper put forward the strategic positioning and objectives of the ZA research institute,the development direction of the existing business and the future path of upgrading strategy of the ZA research institute.And accordingly put forward the specific measures and security of the implementation of the overall strategic planning.
