A Study On The Mode Of "Three Insurance Contributions" For Non - Urban Household Registration In Shanghai

Two kinds of social insurance system have been implemented for migrant worker in Shanghai in the past few years. One is comprehensive social insurance for rural household register; the other is urban social insurance for urban household register.According to the new social insurance law, comprehensive social insurance was abolished on 1 July, 2011 while the migrant workers, who once participated in comprehensive social insurance, began to participate in urban social insurance. At that time, about 4.08 million migrant workers participated in comprehensive social insurance, and about 47 thousand migrant workers participated in urban social insurance.Since July 1, 2011 the the people’s Republic of China social insurance law "" hereinafter referred to as the "social insurance law" promulgated since, on the migrant workers to participate in social insurance for urban residents in policy discussions became a hot topic. The same year, Shanghai have issued 9 supporting documents,covering all aspects of the non urban residence of foreign workers to participate in social insurance, this paper is based on the policy of "three risk" policy in the past five years, the transitional period of time, to Qingpu area of foreign migrant workers in Shanghai city as an example, non the city residence of foreign workers "three risk" payment mode of research, from the Qingpu area of migrant workers enjoy the "three risk" treatment, Qingpu area "three risk" payment mode according to the problem,given Shanghai City non city residence to employees pay "three risk" model, and strive to make Shanghai migrant workers can enjoy the same the treatment of the public.Through a series of investigation and analysis, this paper draws a conclusion that the lack of social security of migrant workers is mainly reflected in the aspects of industrial injury insurance, medical insurance and pension insurance. The reference experience of the development of social security at home and abroad, combined with the characteristics of China’s national conditions and migrant workers themselves, to operate as a starting point, put forward for the establishment of migrant workers social security measures: the establishment of migrant workers industrial injury insurance,medical insurance insurance and pension insurance, the basic social insurance outside,should also implement the reform of the existing household registration system,perfect legislation to strengthen law enforcement, strengthen the propaganda of social security, to strengthen the training of migrant workers from rural areas supporting measures.
