The progress of the society will inevitably lead to the aging of the population。China’s sixth 2011 census data show that China’s 60 years of age and over 13.26% of the population,forming a "not rich first old" situation. Is expected to 2050,China’s 60 years of age and older accounted for more than 30%,into the depth of the aging stage。With the pace of the aging process of population in Shanghai,the population is expected to extend the life expectancy and the economic growth rate gradually slowed down。The public pension and employment problems become the most severe problems facing the present。In the balance of pension and employment problems, whether to extend the retirement age has become the focus of the debate,but also the focus of the people’s livelihood issues。Indeed,delayed retirement age is one of the effective solutions to the ageing process。There are some arguments on the solution: first,whether it should be postponed retirement age。Two is the implementation of the "one size fits all" retirement system or an elastic retirement system。In the relevant departments to study whether the extension of the retirement age,the timely introduction of a flexible delay retirement age in Shanghai。However,the policy has been implemented for nearly five years,whether it has achieved the expected results and expectations of the policy to achieve the original goal?In this paper,we study the problem of aging in Shanghai and the existing problems of retirement age,explain the importance and necessity of the flexible extension of retirement age。By analyzing the positive and negative effects of the Shanghai implementation of the flexible retirement age, this paper describes the implementation of flexible retirement age policy should be to solve the problem of the aging of Shanghai is becoming increasingly serious,the pension empty and other issues of effective measures。Finally,through the analysis of the policy implementation and implementation of Shanghai,and to achieve the desired goal and effect of the policy,the proposed and specific measures for the flexibility to postpone retirement age,so that people more profound understanding of the retirement age is currently a flexible retirement pension and employment problems and coping with aging challenges and other issues。...
