China always in serious employment situation, employment plays a significant role in government work report, and as priority among priorities and Party committees at all levels of government work. Due to the influence of various factors, the formal sector employment ability is lower and the contradiction of labor supply and demand more and more serious, the employment pressure is bigger. Due to low threshold and inclusive can adapt to the complicated and changeable characteristics, flexible employment has become an important form for relieving the employment’s pressure and promote employment. With the rapid development of flexible employment, the group of flexible employment is also growing rapidly, which can not be ignored social groups. But because the characteristics of diversification and diversity, the phenonmen that the groups of flexible employment participate in the social security has become increasingly prominent.Due to historical reasons, personnel of flexible employment lack of stable social security and free from the current social security system. The insurance will be directly influence on quality of life. On the contrast, not be insured will bring individual security flaw, and then cause the reality that current personnel of flexible employment’s insurance rate is low. In the new situation of the rapid development of economy, whether from the perspective of safeguarding for basic rights of citizens, or for social stability perspective to maintain the safety net of social security "play" and "stabilizer", it is necesarry to put the flexible employment groups into the social insurance system.The ivestigation on social security’s problem of personnel of flexible employment have a great meanning. It is not only the current system to meet the need of the current employment situation, but also improve the social security system in China and is a key to ease social pressure. This article start from the current flexible employment’s situation of insurance, by comparison of social security research of domestic and foreign, and then proposes this article research mentality and frame. The article trace back to the it’s origin and the research theory. For example, the new German Historical School of government intervention theory, Marx’s social security theory and the Keynes doctrine etc. By analysis of domestic and foreign, we can get experience is worthy of our system designing and supporting. Based on the present situation of Hunan Province, explore the existing problems, the causes and the crux of the problem during implementation process. Taking Hunan Province as an example. By a random survey of to look into personnel of flexible employment to participate in old-age, medical, work injury, maternity, unemployment insurance’s situation. By analyzes some factors include the willingness of participation, income level, policy and then puts forward suggestions and measures aime to improve social security system of flexible employment personnel. It is has great impact on the construction of basic social security system in China. Through the investigation and analysis, the legislation should be implemented, the informatization construction should put into effect for protection, the propaganda should be carried out to solve the problem. Thus insurance service policy system for flexible employment personnel is feasible.
