The economic development of our country has entered a new period of time. Talent as the first resource of economy and society is turning more and more essence. Under the wave of public innovation and entrepreneurship, talents’entrepreneurial behavior will gradually trigger a new economic growth point. As a special group in entrepreneurs, high-level talents own more professional and technical resource in which they can get advantages when participate in entrepreneurial activities. However, under the current circumstances, companies of this group are facing diverse situations. A common problem is probably financing. Therefore, to relocate talents resource as well as financial resource in order to take full advantage has a vital significance. Furthermore, by the researching, we could also improve our government’service for high-grade talents, optimize entrepreneurial environment, and promote innovation of the regional economy,In recent years, Jiangsu is accelerating to develop talents programs. Taking Yangzhou city for example, the high-level talents who introduced by the government established 48 firms in 2014.Nearly a hundred enterprises are created during the past 3 years. As a high-level talent representation of venture enterprises, BK was established in June 2010 with an initial registered capital of 65 million RMB. This company is led by a national expert Dr Wang who is introduced by local governments in a program called "Thousands Talents" in Yangzhou. Dr Wang is mainly engaged in late-stage clinical trials of new drugs and projects industrialization. Due to the specialization of this area, significant funding is vital for BK as it determines whether a new drug project could be successfully industrialized which is directly related to the survival of this firm.This thesis is mainly based on the domestic and overseas research status of entrepreneurial finance, combined with the analysis of corporate finance theories. Under those theories, this article expounds and concludes characteristics of financing in high-level and personnel start-up companies. BK in Yangzhou is chosen as a typical case study. Under the research of the external and internal environment as well as the financing strategy in the past two essence stages of this company, this thesis reveals the most significant financing obstacles for high-level talents when they start up a company. In addition, this thesis also analysis the main factors of making financing decisions as well as choosing financing channels. On the basis of the above analysis, this article then makes suggestions and executing solutions for BK. By the end of the research, this thesis makes further financing suggestions for all high-grade talents towards their entrepreneur ship.
