In twenty-first Century, competition has become the norm of economic ecology, and enterprises are one of the most important roles in the ecosystem. The competition of enterprises have multiple factors, it includes resources, capital, technology, service, scale, quality, personnel and so on, but with the depth of competition, it is well known that the talent competition has increasingly become the key strength for the enterprise’s core competitive advantage, human resources has become an important factor of production. However, to traction and support the healthy development of enterprise human resources--the application of strategic human resource planning has not caused the attention of enterprises! In addition to the restriction of the actual conditions of the enterprise itself, the lack of theoretical and applied research is also a key reason, to simply generalize:no human resources strategic planning of enterprise, the development of human resources management must be unhealthy, the development of enterprises must be influenced by it.In the light of the difficulties faced in human resource management of HC Company, it is trying to reveal human resource cost analysis is important for human resource planning through systematic exploration on the problems of strategic human resource management of HC Company. Through the analysis of the domestic and foreign related theory and empirical analysis results, it used the author in-depth enterprise survey, grasp the first-hand information,according to a certain logical relationship with the combination of the two facts. Based on the analysis of human resource cost, it has constructed the enterprise strategic human resource planning system, and applied to enterprise management practice, the ultimate goal is to provide support for enterprise management.This paper is divided into five parts, the first part, It put forward the research object of the paper, clarified the purpose and significance of the study, summarized the domestic and foreign research situation of the related theories, and then, the research methods and theoretical framework of the thesis are presented. The second part, it described the theory of human resource management, human resources cost theory, enterprise strategy and human resources planning theory, and the cost of human resources management and human resources strategic planning logic relationship between the two probes and analysis.The third part, It constructed a theoretical framework of cost oriented human resource planning, and determined the full text of the theoretical boundaries of human resource planning. The fourth part. It focuses on the analysis of the human resource management of HC company, and pointed out the specific problems in the human resources strategy of the company. The fifth part is the core part of this paper, the strategic positioning of the business are determined through the HC Company’s internal and external environment analysis, analyze the internal and external environment of the human resources, determine the corresponding business human resource management strategic type and the cost structure analysis method, based on it, the business sector on HC Company were launched human resources planning and design, and constructed the HC Company human resources planning system.
