As a part of the tertiary industry and the basic sector in China’s economy,the logistics industry is in contact with many other industries.One side,logistics industry needs other industries to get all kinds of resource,Such as industry, agriculture and so on.On the other hand, some industries also need the logistics industry to meet the transportation demand.Logistics industry can effectively promote commerce flow, capital flow,information flow,its’ development will injected new blood for the breakthrough development of the three major industries.Trade, as one of the 14 economies, has received more and more attention in recent years.The government continues to provide investment and financing support for the construction of the country’s infrastructure, resource development, industrial cooperation and other related projects.To achieve economic growth in the development of trade, China has increased support of the logistics industry.Through the realization of the development of the logistics has become a major trend of the economic development in other field, the relationship between logistics and trade has also become a key to be reckoned with.In 2011, the State Council officially approved the "Development Plan of Shandong Peninsula Blue Economic Zone ", which marked the construction of Economic Zone officially rose to national strategy, and has become an important part of national marine development strategy and regional coordinated development strategy.The logistics industry in the blue economic zone is still in the "Introduction period".The place in the management or supportion of a certain blindness existed in the process of construction.In order to achieve the trade development and promote the economic growth in Shandong Province, reasonable and effective logistics policy has become the top priority.This paper on the basis of the theory and comprehensive reviews,use factor analysis method to build a multi index logistics system development system and study the synergistic relationship between logistics development and trade development in Shandong Province.Research shows that:the logistics industry, for the development of the third industry and even the realization of the upgrading of industrial structure in China is of great significance.Compared with the existing trade base, the development of trade industry in Shandong province is more dependent on other industries, especially the development of logistics. In addition, the logistics development in recent years began to appear relatively backward, for further development of the implementation of trade,accelerating the Province port development has important practical significance. Finally,this article proposed the corresponding policy suggestion from the sound environment,the strategic transformation and so on several aspects.
