China is the largest developing country in the world. But serious pressure in employment appears in the shift of highly-concentrated planning economic system to market economic system and in the transitional process of economic system reform and dualistic economic structure. There are 1,3 billion population in China, and the problem of employment is more complex than any other country, and the task of enlarging employment is heavier than any other country. Deeply analyzing the appearance and development of western employment and unemployment theories and policies, and drawing experience of other countries about how to improve employment, will have important theoretic significance and realistic significance to make strategic policies in promoting employment in our country.At present, the types of our country unemployment are; frictional unemployment, structural unemployment, periodical unemployment, and overall unbalanced unemployment. The severity of unemployment is showed in the following aspects: the unemployment rate in cities and towns rises increasingly, the need of shifting considerable extra-labors in the countryside, the quantity of newly-increased labors are very large, and elasticity of employment continuously decreases per year. The existence of considerable unemployment staffs brings negative influence in many aspects of social economic life. In order to relieve the pressure of employment, the government and the whole social should work hand in hand to take a lot of measures, which include developing intensive-labor-type middle and mini-sized enterprises and the third enterprises, actively promoting city constructions, encouraging and guiding the reasonable flow of extra-labors in the countryside.
