Along with the arrival that the global economic integral whole turns the ages, the competition of the enterprises are getting vigorus increasingly, effective human resource management has been considered as a vital path for the enterprises to acquire the predominance. However, the fundamentality of the efficacious management of human resource lies in the management of performance, establishing a set of System of Performance Evaluation (hereinafter referred to SPE) have been regarded as the impactful means. Nevertheless, how to understand the positioning of SPE and set up a SPE which can adapt to their own enterprises, is not only a delicate problem that many foreign companies have already had in the field of human resource management nowadays, but also a puzzle which has not so far been solved well although domestic enterprises have been investigating for many years.This paper analyzed the predicament that Inner Mongolia Tian Yie Chemical Industry (Group) Co., Ltd has encountered in the market competition condition of the vehemence, emphasize as to it's original SPE of Tian Yie Chemical Industry Group and to carry on the analysis. We find that the inaccurate positioning, the unsystematic institutions and the inefficient feedback has existed in the original SPE of Tian Yie Chemical Industry Group through analyzing and this is the major reason to result in employee's enthusiasm not high, to bring significant influence for company's achievement. Integrating the basic theories of the modern SPE, we have made a systematic and overall analysis for the current situation of SPE of Tian Yie Chemical Industry Group, get to draw the conclusion as follows:1. This text passes the thorough analysis, announcing to public that the root cause existing in the SPE comes from the inaccurate of positioning, for the SPE is only being used to be a kind of benefits allotment of the tool, so it causes the whole SPE in lack important procedures and the key links, such as performance feedback and performance improvement etc. the SPE results have not been applied adequately and rationally, thus all the SPE can not be systemized and united well either.2. In view of the existent problem in the SPE of Tian Yie Chemical Industry Group, we first as to it's SPE to carry on to relocate, put forward to improve and raise the results and carry out the employee the occupation career development to be the main purpose in this enterprise , and aimed at to exist the problem to find theimprovement way.3. Based on it, a brand new SPE consists of Evaluation preparation system, Evaluation Execution System, Evaluation feedback System, Performance Amelioration System and Evaluation Application System, has been reconstructed. This new SPE fill up any blank of the key link.4. Combining the result of performance evaluation with the other forms of incentives and every other parts of the human resource managements organically, it is better to encourage employee, to promote the whole performance of the enterpriseEstablishment of SPE is a project that is both hard and intricate, most of our enterprises have just stood in the stage of start and grope in this respect, especially, some traditional enterprises like Tian Yie Chemical Industry Group which only live on produce to sell, have got the similar problems when implementing the SPE. We pass the study and experiments, groping for the thought and the method of performance evaluation of our country enterprise, especially state-owned enterprise, obtaining the certain record. But because of being affect by the planned economy mode over a long period of time, the thought of equal distribution—"the cauldron rice " is still serious, this result in the most enterprises of our country not to pay attention for performance evaluation. Therefore, through studying the present state of the SPE of Tian Yie Chemical Industry Group discussing the problem and improving, and re-designing the SPE, we would like to provide some references for those enterprises that are making renovation in terms of SPE, and try to source for and set up a set of means of performance evaluation which can fit for the Chinese tradition's produce to sell a enterprise, meanwhile it can also be operated well in practice.
