In the last twenty years, Chinese enterprises have made phenomenal progress, and a lot of excellent enterprises and entrepreneur are growing. There are close relations between the management of manpower resources and the development of Chinese enterprises. The purpose of the opening and management of manpower resources is to raise the outstanding accomplishment of individuals and enterprises. The management of manpower resources, just like a accelerator in the development of enterprises, has been regarded by managers as an important method which they can use to take part in the competition whatever international or internal and gain dominant position at last. This article produces the state of manpower resources of construction enterprises in China and Inner Mongolia. Through the analysis of reference material data and spot check statistics in twenty-seven constructive enterprises, which are in different grades, the author points out the present problem in such enterprises and the shortage in the management of manpower resources in these enterprises in Inner Mongolia. Meanwhile, the author puts forward some measures about how to raise the innate quality of constructive enterprises manpower resources and improve the management level .The purpose is to improve the backward condition of constructive enterprises manpower resources in Inner Mongolia and really make it contribute to the continuing development of constructive enterprises in Inner Mongolia.
