21 Century is a era of knowledge economy, and is an age of reform. Under the age of knowledge economy, the contests between nation and nation, enterprise and enterprise are the contests of advanced technology and high-quality knowledgeable employees. During the age of knowledge economy, knowledge becomes "the key production factor". Mastering knowledge will become people's follow. Knowledgeable employees as the carrier and owner of knowledge are the precious wealth. Therefore, how to find out the proper mode to manage the employees in the age of knowledge economy and to excite the knowledgeable employees are issues worthy of studying.The first chapter of this paper defines the connotation and characteristic of the knowledge enterprise and knowledgeable employees; the second chapter points out that the flow is the biggest feature of knowledgeable employees in the reform period, and analyzes the reasons of the flow and various effects by losing knowledgeable employees to the enterprise; the third chapter explains and analyzes the basic theory on how to excite and manage the knowledgeable employees; the fourth chapter puts forward to management and excitement methods suiting the knowledgeable employees based on the third chapter; the fifth chapter analyzes and discusses the methods of management and the status of management and excitement to knowledgeable employees of Inner Mongolia Electric Power Scientific and Research Institute by using the above management and excitement theory, at the same time points out the shortcoming existing in present excitement and management of the enterprise, offers the improved measures in detail learned from both domestic and foreign successful management and excitement methods and combined the status of enterprise's management.
