Along with the development and broad application of information technique in banking, bank information is occupying more and more important position during the development of bank business. It is main means used by banks in business innovation and it is also the important condition for banks to win victory in drastic competition. Large-scale application of information technique in banking has developed to integration stage. As the earliest bank starting in information development in China, Industry and Commercial Bank of China (ICBC) accomplished data concentrating in 2004 for the purpose of intensive management. This data concentrating project is called "9991 project" and its purpose is to concentrate data distributed over more than 40 data centers around China into one large-scale data management and control center located at Shanghai(DCCSH). This paper aims at discussing what methods ICBC can take to solve new problems in its key business process-problem management so that ICBC can win victory in new competition.The full text is divided into five parts totally. The preface introduces the background of ICBC's data concentrating and put forward the question how DCCSH act to manage all the problems in ICBC's technology system effectively. Then the author explains the purpose and idea of research. Chapter 1 introduces the development of ICBC and what role the information technology plays. Then the author explains the status that management lags behind the technology and points out it's necessary to change the current process of DCCSH's problem management. Based on the introduction of the current process of DCCSH's problem management and DCCSH's organization, chapter 2 analyses the questions occurred in the current process and explain the necessity of rebuild the process. Chapter 3 discusses correlative theory and literature of business process rebuild(BPR) and compare some kind of regular BRP modes and methods, and combine with the current situation of DCCSH the author put forward suitable modes and methods to DCCSH's problem management BPR. Chapter 4 specifies the purpose and principles of problem management BPR on the basis of previous chapter's analysis. This chapter also get the project of problem management BPR that is to set off the posts during the process of problem management and clarify the responsibility of each position, by using the information technology to build the bank-scale problem management information foundation, at the same time to change the organization adaptively. The last chapter is conclusion and advice. It gets thecore idea of DCCSH's problem management BPR and draws the conclusion what modes and methods DCCSH should take to rebuild it problem management process. This chapter also discusses what problems BPR can solve and what problems it cannot do. This chapter gives some advice too.By studying the BPR of DCCSH's problem management process can help DCCSH to find its problems in current process. By studying correlative BPR theory and finding the proper modes and methods to change the current process of problem management and organization will help DCCSH to adapt to the changing of environment and customers' demands. It can also help DCCSH to play the role of ICBC's core information system management center and to strengthen ICBC's ability of competition.
