With China's entry into WTO and the rapid process of economic globalization, it is necessary to adopt the incentive mechanism for employees in order to enhance the core competence of enterprises. The paper makes a study of a great deal of domestic and foreign motivation theories and applications, analyzing China Tobacco's common circumstance in four aspects and the competitive force of tobacco commercial enterprises by using five-forces model of competition. From SWOT analysis, it reveals the advantages and weaknesses of Beijing Tobacco, and concludes that what are the opportunities and challenges that Beijing Tobacco faces. By statistic analysis, it analyzes the enterprise's human resources, making study of motivation mechanism, summarizing the successful experiences, looking up the shortages, and taking measures on how to improve the employee incentive mechanism in Beijing Tobacco Industry. In the process of designing employee incentive mechanism, it emphasizes on that it is necessary to recognize the individual differences, using objective and feedback, linking rewards to performance closely, and paying attention to the system's equity. In addition, it is also necessary to considering human resource strategy,business strategy and actual condition. It is mentioned in the paper to establish the corporation culture based on competency and performance, to set up learning organization, to introduce the competitive mechanism into recruitment, choosing and promotion, to establish competency-based pay system and make flexible benefit plans in order to motivate employee to improve competency and performance. In conclusion, with the rapid development of economy and technology, the corporate can only grasp the opportunities to formulate the efficient employees'incentive mechanism, then they can attract and retain the talent to service themselves, and let the company stand out from the fierce competitive market.
