Owing to the limit of export quota, worldwide textile and garment trade has long been wandering out of the free trade system. On Jan. 1st, 2005, the textile trade quota system with 10-year's history was abolished, which indicates the integration of global textile and garment trade gains substantial stride.With the intensification of international competition and the acceleration of domestic economic reconstruction, China's textile and garment industry which is in the post-quota era is faced with challenges as well as opportunities. In the long term, such an industry in China features fluidity with the Zhujiang Delta as the center, extending to the Yangtze Delta and the central part as the next focus.On the basis of reviewing the existing literature about the clustering theory, the paper carries out empirical study on the developing process of garment industrial cluster in Ningxiang County (Hunan Province), located in central China. Starting with the natural, cultural and economic environment of Ningxiang County, it analyzes the developing process, motive power of formation and the growth model in terms of Ningxiang garment industrial cluster. Stress is laid on the active and negative factors which influence the development of such a cluster. Then, following conclusion is reached: The clustering place of local garment industry covers 10 kilometers from Ningxiang County seat along the No. 319 national highway to Xiaduopu Village; Small and medium-sized non-governmental enterprises are main bodies of Ningxiang garmentindustrial cluster; What mainly accounts for this cluster is the driving force of key enterprises, geographical advantages, guide and support of the government, entrepreneurship, sufficient labor forces and special costume culture; Externally, factors which restrict the further development of this cluster include the upgrading of the competition among clusters and the acceleration of inter-industry resource contest; Internally, factors include the cracking of cluster industrial chain, shortage of specialized division and lack of the sense of collaboration. Finally, policy suggestions are given in terms of the development of Ningxiang garment industrial cluster.
