The rural and small town enterprises in China developed rapidly and made the important effect in order to impulse the rural industrialization since reforming and opening-up policy put in practice. However, numerous rural and small town enterprises were dispersed in different thorps. These enterprises restricted themselves existence and development for they couldn't enjoy benefit from the conglomeration economy. At the same time they wasted the resource and destroyed rural circumstance. On the other hand, they couldn't impulse rural urbanization although they made the important place in rural industrialization for they didn't centralize themselves into towns. Now, the development of rural and small town enterprises need the support of social service system and social infrastructure like energy sources, communication, traffic, finance, water supply, power supply, corrupt, storage and so on to get the better developmental foreground. Town is the best choice. These enterprises should get into the town not only for the development of themselves, but also for the improvement of rural urbanization. But actually, a great of new rural and small town enterprises which should guide the market were still inclined to village location and that restrict the urbanization.What was the reason restricted these enterprises to get together into the town? This paper, based on enterprise location theory, studied the effect of land system on town enterprises get together into town in Zhejiang Province. First, it contended that before the townish land using system was reformed, the conventional townish land using system hampered the concentration of rural and small town enterprises into town. However, after the system was reformed, because of the faultiness or disadvantage of the rural constructive land using system, the land price of enterprises location varied obviously which made an important influence on the location of rural and small town enterprises. The decision-making of whether rural and small town enterprises addressing in town was result of seesaw battle between the exclusion of the factors like land price and the attractive benefit of the town agglomeration economy. Then, those rural and small town enterprises in three towns, Huzhou of Zhejiang Provice, were elected as the subject investigated. Found Logistic regression Model to research what brought on those enterprises addressing. Then validate the theory mentioned above by analysis. At last, in order to impel the rural and small town enterprises getting together into town, we should strengthen townish development;perfect the rural land market for nonfarm construct;and then canimprove urbanization at last.
