Increase The Quota Of Chinese Textile And Apparel Exports. Empirical Research

On January 1st, 2005, according to the Uruguay Round textile and the clothing agreement (Agreement on Textiles and Clothing, is called ATC), the global textile-quota system comprehensive cancellation, liberalization of trade the textile and the clothing will come true,which means the textile industry will face the Post-quota Era in 2005.The article is set in the Post-quota Era which is faced by Chinese textile and clothing export.Research meaning,the actual research state of home and abroad,the research background,research meanings and frame of the article are included in the introduction;In the systematic analysis of trade quota,the definitions of quota and post-quota ,the circus of quota implement ,the form of import quota and quota provision are given,and the influence of import quota is analyzed,all these lay a theory foundation that Chinese textile and clothing export will not incease greatly from the abrod aspect analysis;In the export circumstance of Chinese textile and clothing and the cause of this, qualitative analysis of Chinese Textile and Clothing Export is done from the aspect of home and abroad and the main competitor,the game theory is applied in the trade between China and American,and the same to Europe,which validate the the inevitability of the export agreements subscribed between China and American , Eruope, all these lay a theory foundation for the conclusiomthrough the comparison between China and India which is the main Chinese competitor of textile and clothing export,the experience is learned, the reply measures of our textile industry are analyzed;Then in the forecast of Chinese textile and clothing export in the post-quota era,quantitative analysis is done for the textile and clothing export, by using autoregressive integrated moving average model and on the basis of Chinese textile and clothing export data from January of 2000 to December of 2004, this paper carries out forecast analysis for the Chinese textile clothing export tendency of 2005 and 2006,from the quantitative aspect the conclusion that Chinese textile and clothing export will not incease greatly is drawn;In the last of conlusion and suggestion,from the aspect of qualitative and quantitative analysis all done before, prospect and suggestion of trade between China and American and Europ are given separately.and reply measures are given for the out-of-order of Chinese textile industry,suggestions and reply measures given for Chinese textile and clothing export are as followsxarrying out comprehensive technique innovation,working accoding to international standard, exploiting multimarkets,driving and advancing textile andclothing industry with information,strengthening industry self-discipline,realizing the prepositive of foreign trade protect ,and so on;All these have the important practical meaning for Chinese textile industry to elude and reply the trade bulwark and develop export industry;and at the same time ,have the important revelatory meaning lor the government to establish the instructional policy of export trade in the new age.
