This article proposes a three-phase model of international human capitaldevelopment, by analyzing the process of international human capitaldevelopment. Human capital is the most important capital in company's operations inthe knowledge period, and the international human capital development isbecoming more and more crucial in the internationalization of company.In the preface, this article differentiates human capital from humanresource, makes definitions of human capital and international talents.In the first chapter, this article reviews the human capital theory,Endogenous Growth Theory, and knowledge transformation theory, andanalyzes three types of international human capital development at present.After that, in the second chapter, the paper proposes that the process ofinternational human capital development is a procedure of increasingcommitments, which is similar to the phases-theory of internationalization.Next is the standpoint of this paper that is the three-phase model ofinternational human capital development. The first phase is outsourcinghuman capital, the second one is internal human capital development, and thethird one is knowledge transformation, transferring the personal knowledge tothe knowledge owned by the whole organization. Then, the article analyzesthe factors influence each phases and the methods of development in eachphase. Immediately, the paper proposes the double-spiral model on the basisof knowledge spiral provided by Nonaka, to illustrate the three-phase modelof international human capital development.At last, the three-phase model is tested and verified by the cases ofdomestic and foreign companies in the third chapter.The fourth chapter is a summary of the whole article, pointing out thenew view and limitations of this article, and the direction of further research.
