The public-benefit project plays an important role in the process of urbanization. It is a basic factor for realizing the modernization of cities. At present the public project construction of our country is underdeveloped and undercapitalized increasingly. The government lacked of professional management, advanced technology and funds in the construction. But real estate enterprises have these resources. On the other side, some small or medium real estate firms are confronted with developing factor such as funds, policies in the violent competition. But government can provide the related policies and land resources for real estate enterprises. The compound project that the public - benefit project and the real estate project integrated together means consociation of the government and enterprise, the resources shared, the advantage extended with each other, risk and responsibility burdened. The compound project overcomes the problem of the public-benefit project or the real estate project operated alone. The compound project developed fast recently, but the research about the compound project-operating mode is less. Under this background, the writer studies the operation mechanism, process, success factors, risk...etc. of the compound project operating mode in the foundation of studying public-benefit project and the real estate project operation mode respectively. The writher drew a conclusion that the operation mode is feasible and risky in the operation under the current market situation.The essay is divided into six parts totally.
