Human resource is one of the most important resources of enterprises, and it's also one of the key elements for enterprises to acquire competitive advantage and construct enterprises'key competition ability. To allocate human resource effectively is the basic task of human resource management, enterprises'human resource practices impact upon enterprises'performance in two important aspects: one is human resource quality of its own; the other is the level and capacity of it's management, can only both of them in the best state of human resource and human resource management enterprises create the best performance.How to evaluate enterprises'human resource and its efficiency efficiently is still a hot issue in academic and theoretical field. Survey on The main evaluation techniques and evaluation methods at the present time , they are either limited to the human resources micro-performance evaluation , or limited to the human resource static evaluation, or lose the application in practice because of the complex system of indicators and the lack of measurable methods. So, all of these problems make it necessary to find a new theory to evaluate human resource and its management.In this paper, management entropy theory and its integrated evaluation system was Introduced into enterprises'human resource and its management evaluation process, and we revealed the law of the decrease in the efficiency of human resources management systematically when enterprises'human resource and its management were under a closed system; But in an open system, because of the exit of management dissipation and dissipation structure, human resource management system exchange materials, energy and information with the outside world constantly, The rule makes negative management entropy and management entropy showed shiftily in an enterprise.
