Based on the development experience of forest parks, the paper researches forest park eco-tourism systemically, and carries through the illustration taking Er-lang Mountain National Forest Park as an example. In addition to the preface and conclusion, this paper expatiates from another four parts as the main contents.The first two parts establish the theory basis for the development research. The paper summarizes the basic theories and actualities of eco-tourism and forest parks, and discusses the problems in the development process. Then, it labors the characterization of eco-tourism in China and the perfect mode of sustainable development of eco-tourism—bidirectional liability mode. The paper also probes into the situation of eco-tourism development in forest parks, and points out its development direction, that is the forest eco-tourism including "harmony of nature and human beings" eco-viewpoint.Part three is the pivotal content of the paper. After the definitude of the fundamental and procedure of forest park eco-tourism development, the paper systemically researches on the theory truss of eco-tourism development. At first, it narrates the basic factors in environment condition, tourism resource investigation and estimation. Then, the paper takes apart particularly from the aspects of tourism capacity, eco-tourism visualize orientation, function sub-area, and tourism product exploitation. Finally, the paper brings forward the management measure, and erects the feedback mechanism founded on the liability mode.Part four, the paper offers a detailed case study. As making use of the theories above in Er-lang Mountain National Forest Park, this paper confirms its development stratagem frame, and expatiates on each part. It also advances the brief countermeasure for eco-tourism development implementation.
