Yellow River Shandong Bureau, Government Procurement Issues Discussed

In marketing countries, as an advanced management system for fiscal payment, the government procurement has been used for more than 200 years. In the late of 1990s, our government began to carry out government procurement system in order to suit the opening to the world policy. And in June, 2002, Chinese National Congress passed the Government Procurement System of People's Republic of China, which was applied from January, 2003. Under the socialistic economy system, it is very meaningful to construct the modern governmental procurement mechanism to meet the demands of the marketing, and is also useful for governmental innovation and marketing economy development. Firstly, this mechanism helps to save much fiscal fund and avoid big financial deficit. Secondly, it helps to prevent corruption and bribery effectively, and to establish good image of the government. As the central budget department, it is more urgent to carry out the government procurement mechanism. Although, the government procurement has been legislated, and the local governments have tried to apply the policy, but how to apply this policy in the central budget department which is stayed in the local? It is meaningful realize the connection between a local budget and a central one in this kind of department. The great benefit is manifold, including enlarging the scope of governmental purchasing, regulating the governmental procurement procedure, saving fiscal fund, and promoting the honest and clean government construction. So, the main propose of this article is to summarize the basic theories of government procurement, to analyze the current situation of government procurement of the Shandong Bureau, YRCC(Yellow River Conservancy Commission) which is our department objectively and scientifically, and to find out the existing problems. Based the above research, the author suggested the organization design and the way to improve it, and the way to construct the feasible buying procedure and operation regulation of our department. Some discussions about fixed point buying, electronic buying, and the development and application of the effectiveness evaluation also are listed in this article.
