The problem of rural labor force employment is directly relative to the development of national economy, the deepening of reform, the stability of our society and the interests of hundreds of millions people. It is not only an economic problem, but also a complicated social problem. In three dimensional rural issues of China, the ubiquitous and key problem is that no one is responsible for the farmers' education and their training is more difficult. This problem is more serious in nationality regions. Yunnan is a border province which has many nationalities. Its economic development is relatively slow. At present, the pivot of economic development is in the rural areas, and the difficulty of development is in the minority nationality regions. Transfer and training of rural surplus labor force is not only a social project, but also a morale project. Transfer is the pivot of this project. Training is the key and policies are guarantees for its success.This thesis discusses the problem of establishing employment and training modes for transferring rural surplus labor force in the minority nationality regions of Yunnan province. At first, the author reviews domestic and overseas theories about employment and the theories about the transfer of rural surplus labor force. The model about population flow, which was put forward by Lewis and Todaro and aimed to eliminate binary structure in developing countries, may be used for reference when we solve the realistic problem of transferring rural surplus labor force. Afterward, based on the characteristics of transferring labor force in the minority nationality regions of Yunnan province and the actuality of employment and training, the author analyzes the relationship between the quality and skills of rural surplus labor force and the degree of transferring rural surplus labor force. Meanwhile, the problems existing in the process of transferring and training rural surplus labor force in the minority nationality regions of Yunnan province are also analyzed.Comparing domestic and overseas modes of transferring and training rural surplus labor force, and considering the actual conditions of Yunnan province, I think that we should transfer rural surplus labor force to both cities and countryside at the same time. In other words, rural surplus labor force in minority nationality regions should be arrangedmainly in the regions they live in, and the rest may be transferred to other cities and regions. Finally, referring to domestic and overseas successful experiences in transferring and training rural surplus labor force, and based on the analysis on present conditions of rural surplus labor force in Yunnan province and existing problems, the author puts forward a kind of employment and training mode, which is in the form of " government + school + farmer". In other words, we should be guided by the market and construct a new mechanism, i.e. the market leads training and training promotes employment. At last, a kind of employment and training mode which is in the form of "the government pushing, schools sponsoring and the farmers participating" could be established.
