Modern scientific performance appraisal system is an indispensable component of the modern enterprise system. The goal of this thesis is to increasingly improve the job performance of Haidian tobacco monopoly bureau (company)'s staff, promote the individual value, and also make great contribution to the healthy, continual and stable growth of the Haidian tobacco, by the means of implementing the performance appraisal system. After introducing the current reformation and situation of Chinese tobacco industry, as well as competitions and challenges after China joined WTO, this thesis pays special attention to the evident problem analysis of Haidian tobacco. Based on those analyses, the thesis provides a brand-new scheme for performance appraisal and discusses the measures how to implement it. Here are the four parts of this thesis.In the first part, this thesis presents a general statement of the performance appraisal theories, which are foundation of this paper.Therefore, this thesis defines the concept of performance appraisal, explains the content and the method applied, and analyzes the theoretical foundation and the significance.In the second part, this thesis carries on the analysis of current situation and problems the Haidian tobacco monopoly bureau (company)'s performance appraisal system. First of all, the thesis talks about the environment of tobacco industry, especially about challenges toward the company's performance appraisal system. Then it describes the present status of Haidian tobacco monopoly bureau (company). Finally, based on the above two analysis, the thesis points out the existing problems of the performance appraisal system in the Haidian bureau (company).In the third part, this thesis proposes the designing scheme of the performance appraisal system for the Haidian tobacco monopoly bureau (company). The thesis first indicates the principles guiding the company how to improve the performance appraisal system, and then introduces the ideas on how to improve it. After that, the thesis carries out the concrete design for the performance appraisal system.In the fourth part, this art this thesis proposes some measures to ensure the success of performance appraisal system implementation in Haidiantobacco monopoly bureau(company), such as the training program before the appraisal stage and the feedback about the appraisal results..Although this thesis takes the Haidian tobacco as the research object and designs the scheme on that basis, it has the same important value, not only to other companies in the tobacco industry in Beijing, but also to those state-owned enterprises.
