With the further development of the policy of opening up to the outside world,the economic contact between China and other countries is closer.As a special industry,the tobacco industry is faced with a strong threat from foreign tobacco industry.China's tobacco industry is developing rapidly.At present,it shows a steady and progressive trend in economic operation,and the total tax revenue keeps a rapid growth.This is also due to adhere to the implementation of "sales to determine production,to determine the need to sell" control measures.At present,the development of tobacco industry should change its development mode and pay attention to the development of internal management.The promotion of employee performance appraisal will be one of the most important measures to change its development mode.The improvement of employee performance appraisal means the improvement of its operating efficiency and performance level.Employee performance appraisal is one of the important means of enterprise management and also an important link of enterprise performance management.Only by further improving the mechanism of employee performance appraisal can the comprehensive quality of employees be improved and the goal of enterprise development be realized.As one of the most representative state-owned enterprises in China,the tobacco monopoly administration of A city is studied in this paper.According to the background and the development of the tobacco industry is facing the situation,by means of A municipal tobacco monopoly bureau visited survey and questionnaire,summarizes the current A municipal tobacco monopoly bureau staff performance appraisal system,method and index,tobacco monopoly bureau for A city present situation and existing problems of performance evaluation,analyzing the reasons of pointed out that the evaluation method is not science,evaluation indicators are not clear,and such problems as unreasonable results application.On this basis,KPI assessment method and 360 assessment method are proposed to optimize employee performance assessment.In combination with the current enterprise development situation of the tobacco monopoly administration of A city,the assessment process,assessment method,assessment result feedback and application are optimized.Finally,the guarantee measures for the implementation of the employee performance appraisal program of the tobacco monopoly administration in A city.Based on the theoretical construction and optimization of employee performance appraisal,this paper hopes to provide some reference value for the practice of employee performance appraisal of the tobacco monopoly administration of A city.
