In recent years, pavement preventive maintenance philosophy had been known as a top priority of road development by the industry. Since 2005, PPM concept had been introducing to Guangdong provincial highway administration section, therefore some test roads had been built, but the results of the test roads shown that, not all treatments were appropriate to the highway in Guangdong area. Guangdong province, with the extreme conditions of rainy and high-temperature climate, huge traffic volume and trucks overloaded seriously, widely use of semi-rigid bituminous pavement form, is urgent need to develop preventive maintenance measures that can adapt to the conditions of use.Based on the analysis of characteristics of Guangdong area, this paper summarized the key point of preventive maintenance treatment in Guangdong area, brought forward the concept of High-performance Preventive Maintenance Treatment (HPMT), and tried to advance the Rubber Asphalt Cape Seal(RACS) as one kind of HPMT。Based on the technique roadmap, this paper firstly carried out laboratory research on RACS, and found out the methods of material design and the quality control. Based on the result of laboratory research on RACS, two test roads were constructed to verify and optimize the key parameters of its material and construction methods.RACS is combination by Rubber Asphalt Chip Seal and Micro-Surfacing. The anti-spalling properties and TD of Rubber Asphalt Chip Seal has great impact on road performance, so it's wise to ensure the construction quality of the RACS by controlling the quality of Rubber Asphalt Chip Seal. In the other hand, the quality control of gradation and volume of Micro-Surfacing is important for the purpose of building fine pavement surface.The research found out that RACS is a HPMT with efficient, which is suit to the asphalt pavement of highway. Comparing with the Micro-Surfacing and AC-13 overlay, RACS is more economical.Based on the Accelerated Loading System, this paper revised a laboratory evaluation system of RACS as a foundation of the material design and laboratory evaluation method of RACS. In the other hand, it established a comprehensive guideline for the construction of RACS for its application and promotion. This article is a preliminary exploration of HPMT, the results will be important for the optimization of preventive maintenance treatment of asphalt pavement.
