A Study On Planning Design And Implementation Of New Rural Community Named Xinghai

With the 21st century coming, building a moderately prosperous society is central to all work, but also fundamental requirements of the construction of new rural communities. New rural communities are opposed to the traditional administrative villages and modern urban communities. New rural communities is an open community social life which form by a variety of social and economic relations linked to a variety of social groups in a certain geographical area of the administrative village or the center village in the rural area. Planning of new rural community named Xinghai is an unique new rural community development planning which proposed by submitting to the full light of its own under the guidance of new community development plan by Longkou City, Shandong Province and the nation. Therefore, this paper"A study on planning design and implementation of new rural community named Xinghai"is necessary and meaningful.In this thesis, the research methods mainly used are the social economic survey, the dynamic economic analysis, the qualitative and quantitative analysis. Specific applications of the methods are as follows: firstly, the social economic survey is used in data collection. Through the site visits and intensive research on Xinghai new rural communities, a large number of scientific and reasonable data are obtained; Secondly, the dynamic economic analysis methods used in the program design section, for example, by analyzing the total number of households and the amount of land to determine the land savings both total number and per household, on this basis, draw the new rural community planning named Xinghai is essential; Finally, the qualitative and quantitative analysis mainly used in the following two aspects, in theory, use basic knowledge of economics to realize the qualitative research, in empirical terms, use statistical methods and relevant data to realize the quantitative research. This thesis mainly through combing the literature on the community planning of domestic and foreign scholars, the writer mastered the concept and characteristics of communities, rural communities, the significance, principles, contents and methods of building rural communities, as the foundation for subsequent research. Then are principles of new rural community planning. Including the formation and developing theories of new rural community planning, among them, the formation theories include people oriented and location theory; the developing theories include the ecological theory and the theory of sustainable development. After that is the experience of Western countries on community planning. On the basis of summarizing community planning models of Western countries, such as United States, Britain and Japan, concludes three aspects of community planning experience are worth our country to learn, namely: planning communities in legal, making a clear vested interest and the sustainable development of the community planning.The following is the status of a new rural community planning named Xinghai. Through researching the scattered area where residents live in, the objectives and contents of community planning in Xinghai. The author found that making the planning of new rural community named Xinghai had three difficulties, namely: how to select the programming model before programming, planning how to protect the interests of community residents and planning the allocation of land after the savings. All above can be seen the purpose and breakthrough in specific plans.The thesis planning design of a new rural community named Xinghai includes two main aspects, namely: residential and related design and compensation program design. Among them, the planning design of residential and related programs include: the planning design of residential planning program, the planning design of resource use and energy consumption, the planning design of water supply and drainage engineering and fire engineering, the planning design of power engineering and thermal engineering and the planning design of land redistribution or reasonable using of savings; the compensation program design include: the initial and the following compensation program design. Certainly there may be two main issues on planning design and implementation of new rural community named Xinghai, namely: the planning has its own shortcomings and the implementation process may be at risk. Among them, the planning has its own shortcomings usually includes the planning of residential design is irrational, over-utilization and excessive consumption of resources, redistribution of surplus land is unreasonable and the compensation package is irrational; design implementation risks that may exist in three aspects, those are construction technology risk, cost control risk and the implementation of staff of moral hazard. View of the above possible problems, the author proposes four measures on the effective implementation of planning on the new rural community named Xinghai, namely: alternative program safeguards, austerity measures on energy consumption of resources, real-time risk control measures and legal constraints follow a coordinated and complete.In summary, if the planning design of new rural community named Xinghai will be able to overcome the difficulties, and to control design risk in the implementation process effectively, then the Xinghai new rural communities will be worth the wait.
