With the development of our national economy and urbanization process, urban land development is stepping up. Residential construction is always a hot point, and the traffic problems that due to unreasonable urban land development get worse. Thanks to the complex topography and geomorphology, sensitive ecological environment, nervous urban construction land, high population density of mountainous city, the contradiction between residential construction land development and transportation capacity is more outstanding. The current traffic impact analysis method aiming at residential construction projects in mountainous city is deficiency, thus it makes a lot of sense to do some research on theoretical model, technique, key problem of residential construction traffic impact in mountainous city.Based on analysis of traffic characteristics and residential construction projects in mountainous city, the article cites the purpose, principle, theoretical framework, relevant model of traffic impact analysis(TIA) of residential construction projects in mountainous city. Furthermore, deep analysis is carried on the method, principle, procedure, compiling content of TIA. The determination method of threshold value and traffic influenced area of TIA is given too. At last the article puts forward improvement measures of TIA of residential construction projects in mountainous city. For quantitative analyzing the effect of new residential construction projects on the existing traffic, the article proposes the evaluation index system. Five evaluation indicators are involved, which include variation of V/C ratio, complexity of conflict, capacity index of transit, saturation of pedestrian crossing facilities and satisfactory degree of the public to projects. It implies that the traffic impact of residential construction project should be examined in terms of V/C ratio at intersections, traffic organization, public transit, pedestrian crossing facilities and traffic conditions. And the above indicators are modeled and quantified, which makes it have a strong applicability and operability. Besides, the article also proposes TransCAD-VISSIM simulation method in the evaluation process, namely a combination of macroscopic and microcosmic evaluation method. The method of combining macroscopic and microcosmic to comprehensively evaluate the project's affect on the surrounding traffic, could avoid the fault of prefer macro over microscopic of the traditional analysis methods. In the end, the article applies the research results to Xiexin residential construction projects in Chongqing Nanping. In this article, the research results of the theory, method, content, procedures and other aspects of the TIA of residential construction projects in mountainous city can lay a certain foundation to improve the content of TIA.
