Road traffic requires to be safe, efficient, economic, comfortable and lowly polluted. Among them:safety is the basic factor, only when road traffic system is safe enough, road traffic then coordinate orderly, operated quickly. With the improvement of the level of urbanization, the urban road traffic safety problems are becoming more and more serious, and it influences and restricts the urban transportation and social and economic development directly, and related to the safety of life and property more.Take urban road traffic system for research object, based on the analysis of domestic road traffic safety research, this paper discussed the road traffic safety issues, established urban road traffic safety evaluation system, and puts forward road traffic safety measures.This paper firstly cleared characteristics of urban traffic safety in China, analyzed town traffic safety situation, talked about the main factors of urban road traffic safety, and its impactions.Based on this, gave the urban road traffic safety assessment pressure-state-response (PSR) conceptual model, evaluated town road traffic safety evaluation index system, analyzed the corresponding indicators.Based on the theory of the set pair analysis, gave the urban road traffic safety evaluation model general steps and process. Meanwhile researched on urban road traffic safety pre-warning framework, concluded the town road traffic safety warning realize steps.Combined with urban road traffic safety features and development trend of urban road traffic safety, gave two aspects of management and security to improve the level of urban road traffic safety suggestions and measures.Finally, the paper applied set pair analysis evaluation model in six towns of Lianyungang, and proposed in this foundation the urban road traffic safety development of Lianyungang city of safeguard measures and Suggestions.
