Research On Problems And Strategies Of Construction Quality Government Supervision In Hebei Province

With the rapid economic development and accelerating process of urbanization, the scale of the construction industry in Hebei province is more and more increasing. However, the overall situation of project quality is still very grim, the quality accidents have occurred, serious damage to the vital interests of the people and public interests, Construction quality need to be further improved.The rules of Construction quality supervision and management of the Government has been implemented in Hebei province mid-80s of the 20th century, after development of twenty years ,The Existing Regulatory regime is become more and more matured ,that is playing an irreplaceable role for the effective control of construction quality and the improve of the overall quality of construction projects. However, with the accelerated development of urbanization, and the expanding of the construction scale in Hebei province, existing quality monitoring mode also reveals some problems that is incompatible with the scale of development situation in the construction industry. In the new situation, how to achieve effective supervision of construction quality, ensure the quality of construction projects and improve the overall level of construction in Hebei province that is a urgent problem that need to be address. In view of this, this paper attempts to propose some reform and improvement measures about Construction quality supervision and management of the Government in Hebei province.Firstly, this paper describes the characteristics, properties and other aspects of construction quality supervision of the government, discusses its status such as the government supervision and management system, rules, functions, ways and means etc. Through research and analysis, summaries some problems existed in the current institutions and organizations in the quality supervision, supervision methods, and supervision content etc. Introduction the mode of government supervision and management project quality in developed countries, and analyzed their characteristics. On this basis, proposes reform measures of quality supervision institutions and organizations, monitored and controlled system, the mode of supervision, self-management about government supervision of construction quality in Hebei Province. At the same time also proposes the direction to improve at the macro level of government supervision of construction quality , such as the Improvement of legal system, the regulation of the province construction market, the establishment of security and insurance system to implement projects, establish an incentive mechanism and construction of integrated enterprise evaluation system, etc. Expect providing some reference for the reform in the area of government supervision of construction quality in Hebei Province.
